CTN welcomes top risk and resilience consultant, Paul Netherton to our Zoom virtual business breakfast on Friday 18th February 2022.
The CEO of Risk and Resilience consultancy, Paul Netherton (OBE, MBA and BSc Hons) is nationally regarded as one of the most experienced strategic and operational commanders and the leading expert on civil contingencies, resilience and risk management.
He was the National Police lead for civil contingencies for over ten years. Head of UK national maritime security during the EU transition period and chair of the South West Peninsula LRF and regional strategic coordinating group for the SW during the Covid pandemic. He currently advisors and supports government, police and military on Civil Contingencies, Counter Terrorism and operational command.
As the previous Deputy Chief Constable of Devon and Cornwall Police and national lead for Civil Contingencies Paul has had significant experience of operational and strategic command of critical incidents. He has represented the Police Service and Home Office in COBR on major incidents that range from flooding, disease, Brexit preparations, to counter terrorism and public order.
He was an operationally qualified commander for a range of specialisms including firearms, counter terrorism, major events and public order. He was the “Gold commander” for the Rugby World Cup and the start of the Olympic Torch relay from Lands’ End in 2012 and has provided the Government assurance around the G7 and Commonwealth Games 2022.
Paul was also the Chief Operating Officer for both Devon & Cornwall and Dorset Police delivering both performance and organisational development. He has led significant change programmes, introducing major ICT systems and workforce changes. He has chaired discipline panels and has led reviews of serious major crime and professional standard matters on behalf of his own and other organisations
He has worked with the United Nations and FCO across the world on risk and resilience, lectured at universities on risk management and presents on the Senior Command Courses for both the police and the military. He was president of the Christian Police Association and has led the Faith and Police national initiative building links between faith communities and the Police Service. He is part of the Resilience Advisors Network, a qualified coach and mentor and a national assessor and holds an Institute of Directors certificate. He holds Developed Vetting clearance (DV UKSV).
In 2020, Paul was awarded an OBE by Her Majesty for his work in relation to Police and civil contingencies and in 2021 was awarded the title of Honorary Member of the Public Health Faculty by the Royal College of Physicians for his role with the Covid Pandemic.
